PDL's in Arizona

I am in PDL hell with numerous internet PDL's. I have a couple of questions. If I close my account at my bank (Wells Fargo) can I open another account with them with a different account #? Where do I found out if these internet PDL's are licensed in AZ? I know there was a law recently that prohibted store front PDL's recently here.
