White Hills Cash responded with BS!!!

So I closed my bank account and sent the letters to the three illegal lenders I was with. I overpaid all of them a total of $700. I hadn't received a response from any of them. All of the phone calls and emails stopped right after those emails went out.
Today in the mail I get a letter from White Hills Cash. I won't type out the whole letter but it basically says they are disappointed that I am electing to dispute the terms of the loan agreement I signed. It says White Hills Cash is a wholly Native American owned Limited Liability company located within the boundaries of the Fort Belknap Indian Reservation blah blah. It says they operate under Federal law and my agreement has something to do with Indian Commerce Clause in the US Constitution and they are exempt from state laws.
They go on to say that while they are within their full rights to come after me for the entire loan amount plus the interest, they will waive the $612 balance that I owe.
Grrr. This makes me mad! How should I respond? I have the woman's email address. Should I email her and continue to ask for a refund and tell her that state laws apply?


I don't have their physical address. There wasn't a return address on the envelope, but the email in the letter was

************Update************
after getting the letter from White Hills stating that they are exempt from state laws and they are waiving the balance, I emailed the person listed on the letter and told them that they are not exempt from state laws and I was again requesting a refund. One day later she responded that as a courtesy the company was refunding my overpayment back to the bank account. I told her the account was closed and I wasn't giving them my new bank account numbers and she agreed to issue a check.
1 down 2 to go! If I can get Payment Direct and Redstone to respond I would be happy! They are ignoring me!
