I have tried to make a payment arrangements with zip 19 Collection agency which goes by the name E-Care, and they refuse to give me a payment plan. my question is Should I e-mail my letter to both of them. and do they have the right to garnish my salary. the collection agency told me that they are going to get my employer involved which would not be a good thing for me.

Zip19 is NOT legal in the state of FL. Send them a wage assignment revocation via email, then show a copy to your employer, they can't garnish your wages without a court order, and due to the fact they aren't licensed I doubt they would even go to court, they can however use a wage assignment against you, but the good news is wage assignments can be revoked at any time.
