Can I be sued for not paying a debt?

I was under the impression that in the state of AR that you could not be sued after two years fro a bad debt am i wrong

The federal consumers credit act allows garnishment of 25% of disposable income (after taxes and voluntary deductions) on consumer debts. Non consumer debts (student loans, irs, child support) can range from 10% to 30%, according to state law. In Texas, SC, NC, and Pennsylvania garnishments for consumer debts are illegal.

The Federal consumers credit act..Which mandates all garnishments, consumer and non-consumer...Is under the board of employment. they can be reached at 202-219-8743.
