PDL question if not licensed in a state

Is it true that if a PDL is not licensed in a state, they cannot collect from anyone in that state? is that true? That is what I'm getting from most people on this website.

Challenge the company not licensed in your state if they charge
Challenge the company not licensed in your state if they charge excessively on your principal loan amount. But you have the moral obligation to pay back the principal amount only.
