Taking the plunge

Okay, so I have finally decided to look into debt consolidation. I was able to take care of some of my debts on my own, but there are some larger accounts out there that I am having no luck negotiating on my own. I have contacted several companies to compare rates and quality of customer service. During my search I began to wonder...Do consolidation companies have to be licensed in your state in order to do work on your behalf? I have read several posts where it has been mentioned that for instance, T & C does not work with North Carolina residents; I was wondering if there are any members or non-members that may know the answer to this one.
