There are credit card companies out there that will give you a card with a small limit, unsecured. But they also charge high yearly and monthly fees, as well as high interest. Some I know of off the top of my head are First Premier, Orchard Bank, and Household Bank. Do a google search for them and you can apply online.

When you paid off the account that was in collections, is it updated in your credit report? It should show "paid collections" now. This is slightly better than accounts in collections and not paid. Most companies don't report to the bureaus unless you are after them.

Do you have any proof that you paid the credit card bill or collections statement? If you do not have one of those, please contact the collections company (usually it appears on your credit report) and request a copy of statement indicating that you have paid the account in full.
Next, contact all three credit bureaus and alert them that the bill has been paid. Each credit bureau has a website and I believe a form that you can fill out online. Then they can investigate it.
Since I have filed for bankruptcy, I applied for these cards and received each: Applied Card Bank (high as hell interest rate); Orchard Bank (be careful of them because they can be crooked and they charge a $59 annual fee); First Premier Bank (I have had no problems with them except when they are posting fees); and Capital One (have been pretty good to me so far, but I had one prior to my bankruptcy and they can be hounds.
