Can I request a pre-settlement agreement

I have been settling some of my debts and plan on being debt free by the end of the month.
However, I want to start doing a pre-settlement letter. I have settled a new of my debts but have not received settlement letters yet (some of them have been two or more months and despite multiple calls they wont send)
So I want to send in a fax the letter that I have attached below. I feel this is needed for me to have some security for where I am sending my money and to make sure they don't try any fishy business (sneak on hidden fees that they don't tell you about, not report to credit agencies or not report the agreed status, not sending settlement letters)
Is this letter ok? Should I send it (if not why and what can I do to give myself more security?)
