I had a loan through quickdraw, never did pay it off, filed a complaint the AG's office and have not heard from them since. Today I come home and their was a woman on my machine with a great deal for a new loan for preferred customers like me. How is this even possible, I haven't settled the old one with them. Unless the AG complaint took care of it??????

Actually, some certain payday loan companies will actually reloan to after the account has finally been written off. It's a risk they're willing to take. It would also be a completely different loan contract.
