I need help getting payday loans paid

Hi-
I'm in Florida. I have 3 payday loans - one storefront with Rapid Cash for $500, and 2 internet - one with Cashnet Usa for $400 and one with Arrowhead for $250. Plus my mother (who lives with me) has a storefront with Ace for $500. The problem is, we are having trouble paying the fees that are due and do not have the money to pay them off(when we pay the storefront ones off we have to turn around and take them back out to survive.)
How do I make payment arrangements to pay them off with reasonable payments and not kill ourselves?

In Florida, the storefronts are required by law to allow you to set up a payment plan. I believe the law also requires you to go through some sort of credit counseling. Ask the storefronts about this . . . . I will also try to find the info and post it.
