I have borrowed and paid back over $4000 from sources that do not report to the national credit reporting agencies while having earlier higher unpaid debt owing to credit cards from before. so my credit is bad. how can i fix this ?
i have low limited income and being roasted by very high interest rates which i can not re finance due to above bad credit.

Well the first thing I suggest is to get a copy of each of your credit reports and review everything in them. Make sure everything that has been reported is accurate. For anything that you think isn't correct you need to dispute this. They will have to investigate and remove it if it is listed incorrectly.

If everything on your report is accurate then you need to start rebuilding your credit, making on time payments to your creditors will help and possibly getting a secured credit card that you keep at 50% or less and make timely payments. This will help you to start rebuilding. Here is the link to some information from this site:

A good way to manage money is not to focus on your fico score, spend some time saving money and paying what bills you have on time. The only time you really need good credit is to buy a house. I pay cash for cars and etc. It wouldn't hurt to have a low limit secured gas card to start, but pay it in full on time every month. I started listening to Dave Ramsey on the radio a few years ago and I wish I had heard of him much sooner. Read his book financial peace, it will change the way you think about money.
