Paying for a paid in full letter

I spoke with a rep from KCA Financial Service and requested a letter stating that the debt was paid in full. The rep stated that I would have to pay $10. Has anyone ever heard of this?

Have you already paid? I would climb the ladder at the organization and find someone at the top. File complaints with AG's and the FTC and anything else to make them waste time. In the end, you may not get what you want but will cause them grief.
