Turning back a car

We sent out the C&D letter certified returned receipt, got a phone call today at 4:40 pm it was a Mr Silva when asked if he had not gotten the C&D letter he denied getting anything, NMr, Silva was told that on the letter weas proposed to make $50 payments a mo. (Silva) said that was not acceptable and kept denying that he had receipt any letter, my son told him i had the returned receipt back and signed Mr. Silva "do you want me to talk with your mommy?"so he hanged up on Silva. Now, what else can we do (Silva) has violated the FDCA 3 times by calling him at work, should we get an attorney and suetheCA?
