I have a debt with USbank for $20k which I am already 90days past due? how are they regarding settlements? How do I make an offer ? Please share experiences.

Talked to a US Bank collector offered her 4k, she said could not

Talked to a US Bank collector offered her 4k, she said could not do it, but then I told her thats all I got. She put me on hold and talked to her manager and came back withh $10k offer but she said, if I agree to 10K she would put it in the system and the bank would have to approve it. WHats going on here?
I thought they had powers .....
