$7000 Debt Consolidation Loan?

I have just about $7000 in debt on 2 credit cards. I have never missed or had a late payment. I am trying to start really paying them off but I would like to consolidate them to make this easier and have a lower interest rate, but I can't find anywhere that will deal with less than $10,000.
I am just wondering if anyone has any suggestions. I've been looking into 0% Balance Transfers but a lot of the fine print is scaring me away, such as if they can't approve the whole thing they will only transfer as much credit as they can approve you for - and I definately don't want to be making 3 payments a month, I just want to turn 2 payments into 1.
