received a bill for a phone shut off on 01-21-11. did not have verizon ant that time or for better than a year before. could they have the wrong person?

If you did not have a connection with Verizon, then the concerned authorities cannot contact you for the bills. There must have been some kind of mis-communication. You should let the concerned authority know about it and ask them to withdraw the bill.
