As for the minimum amount that you want to pay, you will have to directly talk to the company or the agency you are talking about. Other than this, you will have to decide as to within what time you would like to become debt free and how much you can afford to pay. Then only will you be able to decide on the payment amount.

There is absolutely nothing in the law that allows a collection agency to refuse a payment by mail. They may prefer payments by a faster method, but to refuse a payment by mail would not stand up well in court.
As for the minimum payment amount, only the CA can set that.
