Apparent Debts?

I'm not saying I don't owe this debt. I'm certain I do. However, my Verizon bill was taken off of my credit report, so I assumed that it had been dropped. And then I got a call from MCM, claiming they had the Verizon account and wanted to settle. But the person spoke broken English at best, and kept pushing and pushing me to try and settle, in spite of my telling him I can barely afford to eat, let alone pay off a debt. (Hence why it hasn't been paid off sooner.)
I don't know what to do, exactly. I'm not even sure how they got my current number, as it isn't listed in any phonebooks or databases. I'm confused as to whether I believe they have my account, and how they even got my cellphone number, because that IS what they were calling.

Ask them to validate the debt in writing via certified mail with
Ask them to validate the debt in writing via certified mail with a return receipt request. If they don???t give any reply, then forward them a Cease and Desist letter.
