Yes, they are completely in bed together -- you are not the BBB's client, the accredited business is. To them you're a resource-hogging hassle. And the BBB's business model depends on giving businesses solid reason to believe that paying for accreditation would make the BBB throw the consumer under the bus. "Resolved" doesn't mean anything as the BBB took the liberty of marking cases "resolved" even if no resolution of any kind was reached except that in their sole discretion it made a "reasonable" attempt to resolve, where "reasonable" to them is anything other than ignoring you or issuing a "F*** You" response.
That said, complaints to the BBB are not necessarily a waste of time. This is because, first, they get reviewed by a real decision-maker within the business, which is sometimes more than you would otherwise get. Second, if your complaint convinces them that they should fear not only the BBB but that the next step would be regulatory or legal action presses by the consumer, they may be inclined to resolve it for real.
