debt settlement?

I'm wondering if debt settlement might be a viable option for my daughter.
Her situation:
She owes 20,000 in medical bills (many have gone on to collection agencies)
5,000 in personal loans

We've considered bankruptcy, but she is soon to receive a settlement
from an auto insurance company which includes compensation for unpaid medical bills.
She would rather someone other than her family members handle negotiations with creditors.
Who should I contact?

Also, she has an outstanding student loan for $17,000
Any suggestions on what to do about that?

The bankruptcy court would probably lay claim the settlement anyways.

Why doesn't she handle her own settlements? It is not that dificult. And a heck of a lot cheaper.

What type of loan?? Federal or private???
