Barclays advice?

I'm hoping to get some recent experiences with Barclays. I owe >$18k and it is at 3.9% interest. This is my last big one and I've been able to keep it current while settling on others. But since the credit is trashed, I think it is time to settle it. I don't have $9k though! What are my chances of 20-30%?
