I just got a new cell phone number and started getting calls from Washington, DC, Minnesota, Oklahoma so when I checked out the numbers I find them being owned by BCR. One step that I have taken is to get all my phones on the federal no call list. What else can be done?

If it's a debt collector, the DNC list won't matter. You need to answer the phone and tell them they have the wrong person. Tell them you just got the phone. If they continue to call, ask for the name of the company and their mailing address and send them a cease and desist letter.
