Who is calling you for the payments - the collection agency (CA) or the original creditor (OC)? If the CA is calling you, then you should send them a debt validation letter in order to verify whether or not they own your debt. Moreover the CA cannot harass you by calling you at odd times. This is against the FDCPA rules and guidelines. You should let them know this and ask them to stop harassing you.
If the CA validates your debt, then you can negotiate with them for an affordable payment plan and pay off the dues. However, if they are unable to validate the debt, then you can send them a 1 and ask them to not call you any further.
If the OC is calling you for the payments, then you can always negotiate with them for a payment plan to pay off the dues. But it will be the OC's discretion whether or not he will accept your request.

File a complaint with FTC now. Next time they call you, tell them you are taking legal action against them. You should also tell them to send the bill directly to you. Record the conversations in a tape whenever they call you. This will help you prove in the court that the collection agency has harassed you by making repeated collection calls.
If you really owe the debt, then gather money to repay the bill. I know that it will be difficult for you to pay off the debt since you do a part time job. So, as of now, you take a loan from your family and repay the bill. You can pay back your family after saving some money. You can also work out a repayment plan with the CA and repay the bill.

From what I am reading, the poster owes a debt and wants to be billed, not called. First problem....collection agencies to not send bills or statements...they send demands. They call, that is how they do business. The fact that you are a student is of little concern to them...they are doing their job by demanding the funds. CA has done nothing wrong...why should an FTC complaint be made? Every debtor claims they are being harassed when in all likelihood, they call calling several times daily, being screened and when the phone is picked up, demanding money. To most debtors this is harassment...which it is clearly not.

True, but I don't see an easy way out. Won't the OP need to send a debt validation letter here?

They have the right to call us in order to pursue the debts. But, I'm scared of their approach. Don't you think it's sheer harassment when they call us at odd hours or when they call us at work?
