Care One

I was wondering if Care One is legit or a scam. My brother just signed up with them this week. From what I was told on this forum in the past was that debt consolidation can not be done in New Jersey except for a lawyer. We do live in NJ so how can this be that he signed up with Care One. Also, do they stop the interest from building, I was told by a debt collector that nobody can stop the interest but the credit card company themselves. I too am in need of consoidation, credit cards used to get me through college are to much to pay off now. Please let me know about Care One and the interest question, thank you.
