I owe 760.00 to Chase Bank Credit Card I have 400.00 to pay it off. My original credit line was for 400.00. Should I settle this or pay the 400.00 towards the bill

Call and ask if they will settle.

is this your only debt? how is your credit?(doing a settlement will hurt your credit) do you have income coming in to continue to pay the balance? if you do have the income coming in, i would work on paying it off. good luck
