Will chase settle if i'm only 36 days past due?

I have a chase card that has a $1,500 limit, and I haven't been able to make the minimum payments, so my min payment went from $38 to a $537 min payment because I stopped paying. My balance is now $1,787. My apr was also moved up to 29.99%
I am now 36 days past due. I just received my tax return and I'm hoping that they will settle the account at around 35% if I give them about $650 cash all at once.
Is this realistic?
(I know this doesn't seem like a huge balance, but it's one of many cards I have, and I really don't make that much)

I did not, heck...it was the first letter I received from them..
