Does Debt Settlement-Reage the Debt?

I have a court date of January 15th besides getting a Interrogatorie forms to complete I also received a debt settlement letter from the lawyers' office. I called the original creditor for the credit card to try to settle with them. They informed me that the account was with NCI Legal. I asked if the account was sold since it was charged off as a bad debt and could not get a straight answer from them.
My question is, if I counter offer for a lower settlement amount, will that be admitting the debt is mine in case we cannot settle and it goes to court? And would this attempt at a payment reage the debt?

However, if you can't recognise the debt and sure that it doesn't belong to you, demand 'discovery' about the debt at the court.
