It is really difficult for me to believe that these loans are legal. What has happenned to those who look after our rights to fair treatment? When I was young, you would have received prison time for sharking like this.

Debt is a civil matter. You cannot go to jail for not paying a payday loan. What you're describing sounds like the tact many of the illegal lenders take when they are found out - trying to scare you into giving them more money.
