Credit Union Credit Card Accounts

I have (2) credit card accounts with the Pentagon Federal Credit Union with a total of $20,000.00 debt on both cards.
I took the avenue of doing the letters/agreements myself based upon the sample forms I got from the internet.
After 2.5 weeks I got a call from the credit union and they told me that they cannot deal with my requests. I would have to go to a recognized debt counseler or bankruptcy lawyer.
Is it true that the credit union does not have to deal with me directly?

Do you know if the debt counselor can or will attempt the same method that I used or just try to restructure the existing amount owed. Based on the sample letters, the terminology used was 'debt compromise'
