I was in the middle of a settlement deal and was disconnected!

I was speaking with Chase last night about a settlement. We were discussing around 20%. (I am 6 months over due and have no income other than unemployment). The rep was asking on which dates I could make the payments and stuff like that. He put me on hold, and while I was on hold, I was disconnected. When I called back two seconds later, the offices were closed.
When I called back today, I got a different rep. He just flat out said "no" and that "this account is not eligible for a settlement".
Why would a have two such different experiences? Do the reps all follow a certain set of guidelines, or will one be more willing to settle than the other?
I very stupidly did not write down the name of the rep I was speaking with.

Do not be fooled..
I do not talk to reps over the phone. The whole exercise is insidious..
I prefer to deal with things in writing, and via certified receipt mail. Its a better use of my time, and I get results.
