Anyone Hear of Debt Consultants from TExas

I just consulted with an 88 year old man who was contacted by Debt Consultants from Texas.
He is living on a fixed income of a little over $2200 per month with no wages. He is judgment proof and has no business:
1. Having a Chase Credit Card with $12,000 credit line at 22%
2. Having a BOA (FIA Card Services) with $10,000 credit line at 26%.
3. Paying this settlement company $449 per month for a debt settlement.
I am having him get me all the information, cancel the recurring ACH debit, and demand his money back OR ELSE!!!.
Any help would be appreciated.

Can you please tell me whether the man is settling the Chase and BOA credit card debt for $499 per month or he is settling other debts and these two debts are yet to be settled?
