You know that is a very good question. I'm not sure about that. But there are a few things I do know.
If they call your references they are only to ask on how to get ahold of you. If they harass or abuse your reference in any way, then they are way out of line. I believe they aren't even supposed to indicate that they are looking for you for a debt.
Personally, I don't think they should. I know people don't answer their phones (I mean I don't), so it is more difficult to get a hold of a person. But people do have addresses with which to direct mail to, and if their phone hasn't been shut off completely then I think they shouldn't contact your references.

Yeah well these collectors stop at nothing to get their comission..I am sorry to say, although there are some decent ones out there, those are few and far between.
I think the reason why they are contacting your references is in the hopes that you cough up the money faster. But you know what they say "you can't get blood out of a turnip".

That is true, the scare factor is rather affective, which is why collectors will threaten jail and such. That fear of them calling your family and friends, and then they find out about the situation you are in (which I don't know if you are like me, I've told my family and friends very little). So I live in fear of them calling my references, even when I've told them there is no need because I'm right here... They know how to get a hold of me.
