can you pay extra towards the program? like when we get our income tax refund, can we put a portion of that towards the debt program?

Well, I guess that might depend upon the program you are associated with. However, IMO it would be wise in your part to make extra payment whenever you can. It will ease off your debt burden. Moreover, it'll help you to stay current on the program even if you face a financial crunch in the future, as you would have accumulated enough to run the program for sometime.
