I settled with Foster and Garber for 15,900 from the orginal amount of 29,000 and gave them 14,000 and agreed to payoff the rest. They now have taken me to court and state that I have to pay off the 29,000 plus interest. Can they do that?

Did you get the settlement in writing? Your settlement was 15.9k.....you paid $14k. Did you miss a payment in paying off the last 1.9k??
If you missed a payment, or a payment was late, the settlement agreement even if writing would be voided. Yup, it is legal.
If you got nothing in writing, you would have nothing to prove that the agreement ever existed.
