garnishment

So i got my paycheck and to my surprise was a garnishment flat? of $464. My check was only 641.70 before taxes. I live in Oregon. I have never seen anything saying i was getting garnished in the first place and its well above the 25% max that my state allows. What does the flat mean. will it be that much every check till its paid off or is it a settlement? I haven't seen any judgement against me for anything and i don't know who or where to go to find out. I do owe medical bills from a few years ago but i dont know for sure if its that or not. What do i do?:confused:
