I would try talking with your friend first, but you'll have to tread lightly so this won't ruin your friendship. Let them know you are concerned because he hasn't repayed you yet and wanted to be sure that everything was OK with him. Next, explain your side of it how you were depending on having that money returned by now so that you can pay your bills and such.
Lending money between friends is great, but gets very awkward in situations like these.
