Negatiate with H S B C Bank

I am writing this forum to ask a question?
Has anybody tryed to set up a debt payment program with HSBC Bank
Mastercard.
I been paying for a few years now debt cancellation insurance is that a
scam?
I am on a fix income.
I owe HSBC bank mastercard $5000 dollars and they up my 29%, which I can't afford to pay.
I can make a payment of 40.00 amonth to pay this debt off.
If anybody tried to negatiate with this bank please let know.
