I have a 2 HSBC cards 1 for $7100 and another
for $1800. I am behind 2 months on both. how long till I contact with an offer to settle. At what % should I start.

Normally the creditors settle the debt if it is past due for 180
Normally the creditors settle the debt if it is past due for 180 days or more. You can settle the debts anywhere between 40 and 50% of the outstanding debt amount depending on how you negotiate with your creditors. I think that you should wait for a few more months before you start negotiating for debt settlement.
