If you sent a cease and desist letter to Leading Edge, and they are still calling, you can file against them. What is happening with your Fair Credit Practice Bureau complaint? I was under the impression that you also need to get an attorney to file the suit for them breaking the FTC regulation.
You could try continuing to send the payments to Household Credit Card Services (certified/return receipt) and make sure you keep proof of all payments and their endorsement of the payments. This way, when you pay the debt off, you can request something from them in writing to state that the debt is paid in full, and if they are not willing, you have proof of all of the payments they endorsed.
