Letter to collection company

I am in California and was paying on a credit card debt from 2002 to 2010. First on my own and then through Take Charge America and then on my own. I moved in Dec. of 2010 and have not heard from the company in a year and a half. Just a few days ago I get a letter from another collection company wanting to settle ,etc. I would like to know what to write them back.

Did you pay off the credit card debt in full before you received this settlement offer?
If no, they you write to the CA in essence asking them to validate the debt and as soon as you receive the proper validation, you will settle.
