lost card

fouir years ago my house burned down and I lost everything including my credit cards and any records. I have moved and was never able to contact the card companies and Never heard from them. yesterday I got a letter from a collection agency who offered me a new credit card. the letter said that the original bank wrote off the debt three years ago but they would accept a discounted amount if i take the new card. Am i obligated and how will this affect my credit?

What state do you live in?? Who is the creditor? Why were you not able to contact them?? You could have looked them up online...did you not have your mail forwarded???? Have you checked your credit report??
