Lowering CC interest rates?

Sorry if this is a double post, my computer was acting funky before and I'm not sure if it went through.
I know that years ago it was possible to get CC companies to lower your rate by calling and being persistent. I tried today with a couple cards and had no luck (even with a card with 24.5%). My payment history is excellent. I was persistent and threatened to transfer my balance or close the card, and they didn't care. I was even transferred to a supervisor and then a manager, and they still refused.
Anyone have luck doing this lately?

Try threatening to transfer the balance to a new card you were offered with interest free for 6 months. Losing the business can motivate them.
Also, call back and talk to a different person. Different people within the same company can do different things.
