These people keep calling my number for someone that doesn't live at my number, has never lived at it, and has nothing to do with me. They called me a liar and said I was who they were looking for. I don't even want to give them my name so they'll stop calling me for fear they'll continue to harass me!

Ask them to proof that you really owe the debt. Send them a cease and desist letter via certified mail if they are not able to prove that you really owe the debt. You should also tell them that you are well aware of the FDCPA laws and the consumer rights. Inform that you'll take legal steps against the CA if they continue to disturb you time and again.
