Settling an old debt, advice?

I'm attempting to reach a settlement with NCO Financial, my debt is over a year old, it's for $1434, from an old T-Mobile bill.
I reached one person who says "the lowest we'll go is 75%, $1075"
I told them I can not do that, and offered 30%, he said that he had it written in front of him that 75% is the lowest he could authorize, and tells me to call their collections department.
Does anyone have any advice for how I should handle this when calling them?

As far as I know, most of the creditors or collection agencies settle the debts for 40% - 60%.
