Old Cell Phone Bill

Hi, My mother got a letter from Palisades collection LLC saying that my mom has to go to court on some stupid phone my older brother got. They say she owes 1400.00 from 2006 but my brother got the phone in 1998. And now we receive this letter in 2012? It doesn't make sence to me. and my mother does not have any assets. She was a home maker for us 7 kids. But I don't know how to help my mom. She told me she never signed anything and my brother didn't sign neither. So I just need some advice .
