Debt Consolidation?

Hello, I am usually on the payday loans forums but since I am taking control of those, i would like to take care of my other debts, as well. Payday loans put be behind for all three of my credit cards - I got offers to settle for about $200, which is great but I don't have it. I also have outstanding accounts with two video stores (long story - sigh) I have filed for bankruptcy in 2006 and want to do this a better way this time. Are there any good services for this? I really cannot afford to pay too much down at a time, I just want to make this right and am scared of my wages being garnished or me taken to court.
