I have been trying to deal with some third party collection companies for awhile now. so far I have sent DV letters certified mail and received most of them back. Now I am sending out letters out trying to work out settlements and payment plans. My question is this,, is it better to do this in writing so as to have a paper trail or should I be contacting them by phone? What are the chances of them sending a reply by mail?

well, first of all, chances are good that these companies did not actually validate the debt. Many debt collectors do not have complete records that would be needed to properly validate the debts. If a collector is calling about an old credit card debt, sending you a couple of monthly statement copies is NOT proper validation.
