Alliance One- How to settle

Alliance One keeps calling my parents house looking for me so I sucked it up and called them back planning on settling a debt I owed. I called and kept asking for a letter in writing. They said they sent it (I never received it) and then said they would not send me another without first settling on an amount. I said I would consider that but I only had $xxxx.xx amount that would take a few days to gather. The person on the phone said that I needed to make a payment over the phone in 24 hours and they can "email" me the writing even though the person in charge of "emails" seems to be permanently unavailable.
I was adamant about 1) receiving a validation letter in writing, 2) I only had about 25% of the debt 3) I won't pay anything over the phone and 4) I won't pay anything in an immediate 24 hour period. The person then became super aggressive and started yelling at me about paying my debt and said "WELL, ARE YOU JUST GOING TO WAIT?" at which point I hung up.
It seems as though they were unwilling to negotiate the amount or putting anything in writing so how can I go about doing both??? This is from a citi account. Its not that I don't want to pay it, I've just read enough stories about getting more in your account taken out than agreed, having debt remainders sold off to ANOTHER agency, etc.
Should I 1) send them a debt validation letter 2) Wait?

After I send them the letter, what do I do? It seems as though they're unwilling to settle at all. I just want to pay the account with what i can and call it a day. Is that impossible?
