What if you send them the pay for delete letter and your proposall is rejected, since in the letter it states that you will request a full debt verification, Do you still have to go through with that if your pdf is rejected ? Thanks

Whether or not to accept your 'pay for delete' request is the discretion of the creditor/collection agency. Not everyone would agree to erase the negative information from your report. But, that might not deter you from paying off the debt when it is valid. An unpaid account would continue hurting your score till not paid and the 'settled' or 'paid as agreed' are status that would still look better on your report than delinquency.
