Penncro associates

Hi - DWD(down with debt), here, I recently received a letter from Penncro Associates Inc stating," they have been authorized by their client, FIA Card services, to resolve a debt. I have 30 days to dispute the validity of the debt or any portion thereof, this office will assume this debt is valid. I f you notify this office in writing within 30 days from receiving this notice, that you dispute the validity of the debt, the office will obtain verification of the debt or obtain a copy of a judgement, if one exists."
I'm a little confused over this???? This debt is from a BOA and I'm only 3 months late and hoping for a settlement with them - at the 120 - 180 day mark before charge off. I've spoken with BOA several times about my financial situation and never mentioned settlement, yet.
Now how does this collection agency become involved this early in the game?
And should I reply to Penncro with DV letter??

You should definitely send the debt validation letter to Penncro
You should definitely send the debt validation letter to Penncro Associates in order to check out the validity of the debt. You can even contact BoA and check out if they have really sold off the debt account to Penncro Associates. You can even request BoA to withdraw the account from collections so that you can negotiate with them and pay off the dues directly to them.
